UAE Takes a Gamble: Establishes Regulatory Body for Gaming Industry

The United Arab Emirates (UAE) is poised to venture into the world of gaming with the establishment of a federal regulatory body. This landmark development could pave the way for the UAE to become the first Gulf state to legalize casinos. In a bid to introduce a world-leading regulatory framework for national lotteries and commercial gaming, the UAE has taken a significant step forward. The move follows the recent announcement by Wynn Resorts, which is constructing a colossal $3.9 billion gaming resort in the UAE, stating its anticipation of obtaining a license soon.

A Notable Leadership Team

Heading this new regulatory authority is Jim Murren, the former Chief Executive Officer of MGM Resorts International, who will serve as the Chairman of the board. Kevin Mullally, a veteran with nearly three decades of experience in the gaming industry, will assume the role of Chief Executive Officer. Mullally has a distinguished background, having previously served as the Executive Director of the Missouri Gaming Commission, which oversaw riverboat casinos in the United States.

Mullally expressed his enthusiasm for the role, stating,

“With my experienced colleagues, I look forward to establishing a robust regulatory body and framework for the UAE’s lottery and gaming industry.”

The High Stakes and Economic Potential

The UAE’s decision to explore the gaming industry comes amid intensifying economic competition in the Gulf region, especially with neighboring Saudi Arabia. As the UAE strives to maintain its status as the region’s premier trade, tourism, and financial hub, it has introduced a series of liberal legal reforms. Allowing gambling could be a game-changing move for the UAE, potentially generating annual gaming revenue of up to $6.6 billion, eventually surpassing renowned gaming destinations like Singapore, home to the iconic Marina Bay Sands resort.

However, this shift towards gambling is a significant departure from the UAE’s traditional adherence to Islamic, or Shariah, law, which strictly prohibits such practices and deems them illegal. Offenders in the UAE can face fines or imprisonment for up to two years, or both, under current legislation.

The newly established General Commercial Gaming Regulatory Authority is poised to play a pivotal role in shaping the UAE’s gaming landscape.
